关于加强崇明岛内涝防治的若干建议

Several Suggestions to Strengthen Prevention of Waterlogging in Chongming Island

崇明岛位于太湖水系下游、长江人海口，濒江临海，四面环水，属于易遭受台风、暴雨、高潮水侵袭的地区。特别是每年6-9月的汛期中，风暴潮灾时有发生，当遭遇台风、大的暴雨的侵袭时，岛上的部分区域，因排水不及时，易造成一定的经济损失，甚至是人员的伤亡。针对近年来暴雨骤增引发的内涝成因，结合崇明岛水环境整治实践，提出若干内涝防治的建议。

Chongming Island is located in the down stream of Taihu River, the estuary of the Yangtze River, which is closed to the river and access to the sea, and surrounded by water. The island belongs to the area which often suffers and the typhoon, storm and high tide. Especially in the flood season from June to September, flood, storm ,high tide disasters often comes arround. When the typhoon storm invades, the drainage is not timely removed, part of the island will be flood, which may lead to economic loss. According to the reasons of water logging caused by storm surge in recent years, combined with the practical control of water environment in ChongmingIsland, the article put forward some suggestions to waterlogging prevention.
