高速铁路运营安全保障对策的研究

Study on Countermeasures of Safety Guarantee of High-speed Railway Operation

根据安全系统工程原理,结合高速铁路运营相关因素及国外高速铁路运营安全对策,分别从人员、设备、环境、规章制度4个方面分析我国高速铁路运营安全现状。在此基础上,从人员保障、设备保障、环境保障、规章制度保障的角度,提出我国高速铁路运营安全保障的主要对策,从而为我国高速铁路运营安全保障提供参考和借鉴。

According to the engineering principle of safety system, combining with relative factors of high-speed railway operation and safety countermeasures of high-speed railway operation in foreign countries, this paper analyzes the safety status of high-speed railway operation in China from 4 aspects including personnel, equipments, environment and rules ＆ systems. Based on above, the paper, from views of personnel guarantee, equipment guarantee, environmental guarantee and rules ＆ systems guarantee, puts forward main countermeasures on safety guarantee of high-speed railway operation in China, so as to provide references for the safety guarantee.
