摘要
为制定切实有效的安全预警措施以避免空管人为"错漏忘"现象,构建了管制员核心工作任务模型,提出了基于管制工作任务模型的方式来分析空管事故的基本方法,最后用此方法来详细分析了某一实际管制事故中的人误根源.结果表明,有别于常用空管安全分析方法,基于空管任务模型的空管事故分析在事故分析中能较好的找到事故发生的关键过程和关键因素,分析结果客观,操作性强.此外,此模型在管制不安全事件的防范和专项安全培训上也有较好的实用性和可操作性,可最大限度地防止管制事故再次发生.
A new mode of Air Traffic Controllers' core task was established in this paper,and a method of its utilization is introduced as well.After that,a detailed human error analysis of real air traffic accidents is achieved by use of this new method.As a result,it can help us to easily and practically find out the key process errors and key human factors errors in an ATC accident.Besides that,this new mode will have efficient effect on the avoidance of the unsafe events in ATM and the specified training based on its good operability and practicality.In conclusion,this new method of analyzing Air Traffic accident based of the mode of Air Traffic Controllers' task is of great value.
