十八大报告中指出,要"加快发展现代农业,增强农业综合生产能力,确保国家粮食安全和重要农产品有效供给"。粮食安全是一个国家经济发展和社会稳定的基础,耕地是粮食生产的载体,是粮食安全的根本保障,本文以扬州市为研究对象,对其未来耕地的需求量和供给量进行预测,然后再对得到的数据进行分析研究,为扬州市确保未来粮食安全与土地利用规划提供依据。
