国家服务业综合改革试点在长三角四城区启动以来,整体进展情况良好,服务业不断取得新进展。为实现我国服务业的发展目标,国家层面应成立专门的服务业发展领导机构,加强对全国服务业发展的指导、组织和协调,为解决服务业发展和改革中的重大问题提供强有力的组织保障;在服务业的关键领域率先在体制机制上实现突破,如扩大技术先进领域服务业税收优惠的范围,扶持更多的服务外包企业成为技术先进领域的服务企业,认定技术含量较高的文化创意、研发设计等高端服务企业为高科技服务业企业等;加大对"先行先试"的支持力度,通过复制和推广上海自贸试验区的模式,带动产业结构优化升级,以实现服务业综合改革试点的长远目标。

Since comprehensive reform pilot of national services started from four cities in Yangtze River Delta, the overall developmental situation is good, the service industry has made new progress. As the development goals of Chings service industry, the state should set up a special service industry leadership, to strengthen guidance, organize and coordinate the development of the service industry, to provide a strong organizational guarantee to solve the major problems of service industry development and key areas in reform of the service industry, take the lead in key areas of the service sector to achieve a breakthrough on the institutional mechanisms, such as expand the scope of tax incentives of advanced technology services industry, and to support more service outsourcing enterprises to become advanced technology services business, to identify high technology content of cultural originality, designing and other high- end service enterprise as high- tech service enterprises, to increase the ＂pilot＂ efforts to support by copying and promoting Shanghai pilot free trade zone, to promote the optimization and upgrading of the industrial structure, in order to achieve long--term goal of comprehensive reform pilot of the service industry.
