中国已进入城市化的快速发展期,未来20~30年城市空间扩张将是中国城市化的物质表现形式,城市土地一级开发是城市规划实施的一种措施,既具有经济意义,也具有社会意义。本文深入分析了当前我国城市土地一级开发中存在的问题和原因,从制度层面和管理层面提出了完善城市土地一级开发中政府治理的建议。

The urban land first-level development which makes both economic and social significance is a kind of measure of urban planning implementation, This paper analyzes the problems and reasons existing in the current urban land first-level de- velopment in our country and put forward the proposal from the system level and management level.
