摘要
研究目的:分析广东"三旧"改造的实现机制。研究方法:文献分析法、比较分析、制度经济分析等。研究结果:由于广东经济发展与资源供需矛盾的凸显,通过"三旧"改造实施,缓解资源供给压力。"三旧"改造重点在收益分配机制、市场机制、治理机制上进行创新,以推进建设用地再开发,释放改革红利。研究结论:通过强化城市扩展边界控制、产权权益的对等和充分保护、城乡一体交易平台建设和治理结构调整等手段实现建设用地再开发。
The purpose of this paper is to study mechanism of urban redevelopment in Guangdong province. Methods of documentation, comparison and institutional analysis were employed. The results indicate that, urban redevelopment is a way to solve the contradiction be- tween supply and demand. The Market Mechanism, Benefits Distribution Mechanism,and Governance Mechanism are necessary for rede- velopment urban construction. It is concluded thai, to control urban spread boundary strictly, share benefits, protect property rights, establish Urban-Rural Integrated Land Market and adjust governance structure are key measures for redevelopment urban construction.
