征地过程中的参与者行为分析与机制设计

Behavior Analysis of the Participants in the Process of Land Expropriation and Mechanism Design

征地行为是城镇化的必然过程,但目前却成为矛盾集中和频发的汇聚点,所以剖析征地过程中各方的行为并尝试进行机制设计来缓解冲突对于维持社会稳定和促进经济发展具有现实意义。本文首先分析了征地过程中的内在运行机理,并基于多方博弈视角对征地过程中各参与者进行了博弈分析,最后基于帕累托最优视角测算出了补偿、惩罚等相关变量的可调控区间范围,从而为解决征地中的利益冲突提供一种新的解决思路。

Land expropriation of junction between urban and rural is inevitable in the process of urbanization, but it has become the focal point of frequent contradiction, thus solving all conflicts of interest in land requisition movement has practical significance to maintain social stability. This paper firstly analyzes the inherent operation mechanism in the process of land movement. Secondly, game theory is used to analyze the participants in the land movement. Finally, based on the pareto-optimaliry criteria, we calculate the maneuver range of compensation, punishment and other related variables, so as to provide a new solution and method for conflicts of interests in land requisition.
