In this paper,we analyze the format,content,as well as other features of scientific and technical journals,and discuss how scientific and technical journals contributes to intellectual innovation activities with its function of storaging,orienting,organising information,and its intermediary function of ultimately optimizing innovative outcome into social productivity. The results of this discussion indicates that scientific journals have made significant contribution and will continue to undertake an important mission in the intellectual innovation system in our country.
