In order to meet the requirements of the flourishing growth of ecological economic provinces and municipalities’ construction in domestic , this article expounds the ecological economic regions’ concept, content, regional niche and “development position' and ecological innovation’s concept and function , especially the idea to pay more attention to the ecological culture construction.
