The Role of Middle Powers in China's Peripheral Diplomacy

周边事态的发展演进直接关系到中国的主权统一、领土完整和国家安全,周边的能源资源、战略通道与巨大市场关系到中国经济的可持续发展,周边和平稳定的外部环境关系到中国临海沿边地带的和谐安宁与繁荣昌盛。周边地区对中国这样一个由地域大国向全球大国迈进的国家来说,既是崛起的地缘战略依托,也是发挥大国影响、承担大国职责的主要区域,更是需要有效掌控的战略重地。而周边地区内分布着众多中等强国,这些国家虽不具备与大国等量齐观的实力,但却拥有令一般中小国家无法比拟的禀赋,从而在中国构建和平发展的良好周边环境中,发挥着避开大国锋芒、凝聚中小国家利益关切、专攻擅长议题领域的独到之处。因此,中国发展同中等强国关系不仅是周边外交的基本组成内容,还可以起到借力中等强国提升整体周边外交质量的作用。中国将中等强国作为周边外交片区经略的战略基点,通过加强同中等强国的合作达到从点到线、以点连片、由点到面的效果,进而辐射带动周边环境的整体改善,为睦邻、富邻、安邻、友邻政策的实施提供稳固平台和宽厚舞台。

The development of the neighboring affairs is directly related to China's unity of sovereignty and territory.The energy and resources supply,strategic channel and huge market are related to China's sustainable economy.The peace and stability of the neighboring area is linked to the harmony and prosperity of China's coastal areas and border areas.For China,a regional power on its way to a global power,the peripheral area is not only a geo-strategic support of its rise,but also an area where China is able to exert influence and shoulder responsibility,as well as a strategic key area of efficient management.The middle powers surrounding China are not as powerful as great powers,but they have characteristics unique to middle and small countries.Thus,in establishing a good surrounding environment of peace and development,China is able to take advantage of these countries in order to evade controversies with great powers,to grasp the concern of middle and small countries and to dig into advantageous projects.Therefore,to develop the relations with middle powers is not only a basic task of peripheral diplomacy,but also a mean that promotes the overall quality of peripheral diplomacy.China should take middle power as the strategic footstone of peripheral diplomacy.By enhancing cooperation,the overall environment of the peripheral area is relatively promoted.The result is a steady platform,a broad stage that favors the policy of creating an amicable,secure and prosperous neighborhood.
