中国农村扶贫中的跨部门协同机制分析

An Analysis on the Trans-departmental Cooperation Mechanism in the Process of Poverty Alleviation in Rural China

本文以整体性治理下的跨部门协同为主题,对中国农村扶贫中的跨部门协同模式作系统的梳理与分析。首先从已有的理论中建立分析框架,并认为中国农村扶贫中"三位一体"的扶贫工作格局有政府内协同、政府间协同和政府与非政府组织的合作三种模式;第二部分用建立的分析框架分析这三种典型模式的跨部门协同机制;最后,分析总结出我国农村扶贫中跨部门协同机制的总体特征。

Based on the major theme of trans-departmental cooperation mechanism under integrity governance, this paper mainly analyzes the models presented in the process of poverty alleviation in rural China. First, the paper constructs the analyzing structure through the existing theory and concludes that there are three models in the framework of poverty alleviation： inner-governmental, inter-governmental and between government and non-governmental organizations. Second, the paper analyzes the trans -departmental cooperation mechanism under the guidance of our analyzing structure. Finally, the paper points out the generally features of trans - departmental cooperation mechanism in the process of poverty alleviation in rural China.
