基于农民满意度的农村公共服务评价体系研究——以山西省为例

The Study on The Construction of Rural Service System Based on The Farmers' Satisfaction——Taking Shanxi as the Research Object

"三农"问题事关全面建成小康社会目标的实现,事关亿万农民的福祉。加强农村服务体系建设,推进城乡公共服务均等化,使广大农民共享改革发展成果是解决"三农"问题的重要基础。山西作为国家资源型经济转型综合配套改革试验区,在加快农村公共服务体系建设中,有着"先行先试"的责任。本文以山西农民满意度需求调查为基础,运用因子分析和KANO模型分析等方法,对农村公共服务体系建设存在的主要问题进行了系统的理论研究和实证分析,提出了农村公共服务体系机制构建和创新的政策建议。

Rural service system is the basis and guarantee of the ＂3-Nongs＂ issues. The important basis to solve the ＂3- Nongs issues＂ is to strengthen the construction of service system in rural areas and promote the equalization of urban and rural public services, so that the majority of farmers can share the fruits of reform and development. As a pilot area for comprehensive reform of national resource-based economic transformation, Shanxi has a ＂pilot＂ responsibil ity in the construction of rural public service system. The article analyzed the main problems of rural public service system based on Shanxi farmers＂ satisfaction survey, and by means of factor analysis and KANO analysis, it finally put forward relevant countermeasures and suggestions.
