随着改革开放的进一步深入,当代中国面临的艰巨历史使命是建设社会主义文化强国,提升中国文化软实力,成功完成这个历史使命的生命线是保证并提高文化发展的质量。通过分析2010-2012年间的中国文化发展质量,研究认为,中国文化发展质量的不足主要体现为核心价值体系的吸引力和凝聚力不足,文化国际竞争力有待进一步提高,文化自信心尚需加强以及公共文化服务的质量亟待提高。为了进一步提高文化发展的质量,需要提高经济发展质量,鼓励和支持民间资本融入文化产业,以高质量的文化理念打造文化精品并加快推进文化立法。

The greatest historical mission for contemporary China is to build up the cultural powerful country with socialism characteristic and to enhance the cultural soft power of the country. The key point in order to complete the mission is to improve the quality of cultural development.By analyzing chinese culture development quality from 2010 to 2012,the report points out the deficiencies of contemporary cultural development quality as the unattractiveness of the core value system in domestic mainland and international field,the cultural nonGconfidence and the poorGquality of public cultural service.In order to improve the quality of culture development,the report calls to improve the quality of economic development,to encourage and support private capital to enter into the cultural industries,to create highGquality cultural goods with the best cultural ideas and to push forward cultural legislation.
