This paper firstly selects comprehensive evaluation factor system of china′s moderate economic growth rate based with china′s main problems of economic operation and sources of economic growth. Secondly the paper analyses, in detail, specific indexes of every factor, and puts forward two-levels comprehensive evaluation index system of china′s moderate economic growth rate by using predecessors' achievements for reference, which consists of 11 kinds, 59 indexes.
