发达国家及地区公务员胜任特征模型研究综述 被引量:3

摘要 本文对胜任特征模型的内涵、构建及验证方法进行了系统梳理,重点回顾和分类归纳了发达国家及地区公务员胜任特征模型的研究现状,包括:以英国、美国为代表的西方等国家对公务员胜任特征的成熟应用;以比利时、荷兰为代表的欧洲等国家对公务员胜任特征的广泛应用;以日本、韩国为代表的亚洲等国家对公务员胜任特征的变革应用;以香港、澳门为代表的发达地区对公务员胜任特征的探索应用等四个方面。在此基础上,本文对公务员胜任特征的现有研究争议和未来研究趋势进行了述评与探讨。
