农民工市民化的制度障碍与制度重构——基于新型城镇化的场域分析

On the Institutional Obstacles and the Path Exploration of Migrant Workers Citizenization: A Study Based on the Analysis of the New Urbanization

新型城镇化说到底是人的城镇化,即农民工的市民化。就目前国内的发展形势而言,农民工是农业转移人口的重要组成部分,然而,推进农民工市民化还存在着诸多障碍,尤其是制度羁绊,如户籍制度的门槛、就业制度的束缚、社会保障制度缺陷等等,因此,有必要进行制度创新,加速农民工的市民化,从而实现新型城镇化由数量型向质量型的转变。

The core problem of the new urbanization is citizenization of the migrant workers. However,in terms of the current development situation,promoting the citizenization of migrant workers still exist many obstacles,among which the system fetter is the most difficult,such as the household registration system,employment system fetter,and the threshold of the social security system. Therefore,it is necessary to innovate the system design and arrangement,accelerate citizenization of the migrant workers,so as to realize the transformation of the new urbanization from quantity to quality.
