20世纪 90年代中期 ,我国经济发展的宏观环境发生了深刻的变化 ,这种变化导致前期累积的“结构性”和“体制性”矛盾逐渐浮出水面 ,要从根本上解决或消除这些矛盾和问题 ,就必须启动新一轮产业结构调整。这种结构调整应主要围绕四个方面的内容 :一是产业结构合理化 ,中心是解决产出结构与需求结构的有效统一问题 ;二是产业结构高级化 ,中心是解决新兴产业或先导产业的发展和现有产业技术结构升级问题 ;三是产业组织结构合理化 ,中心是解决企业规模结构 ,特别是大中小企业之间的关系问题 ;四是所有制结构和股权结构多元化 ,中心是解决国有经济战略性改组和重新布局问题 ,激发企业结构调整的内在动力。
