石油化工装置大检修的安全管理与实践

SAFETY MANAGEMENT AND PRACTICE OF THE OVERHAUL OF PETROCHEMICAL UNIT

石油化工装置大检修的作业内容潜在极大的危险因素,容易引发各类事故,因此,大检修的安全管理至关重要。结合石化公司大检修的实践,对检修安全管理的各环节深入分析,以石油化工装置大检修监督流程为主线,以风险管理为核心,分别从组织领导、风险评价、施工方案及安全措施、安全技术交底与安全教育、工艺处理、进入检修现场前安全环保要求、停工界面交接、作业环节安全管理、考核与指导机制等九个方面进行阐述,指出加强施工作业各环节的安全管理对保证检修工作顺利完成可起到重要作用。

There are great potential risk factors in the overhaul of petrochemical units which can easily trigger various accidents. Therefore,safety management of the overhaul is vital. Combining with the overhaul practice of petrochemical companies,this paper makes an in-depth analysis on each link of safety management in overhaul with the supervision process of the petrochemical unit overhaul as the main line. Taking risk management as the core,this paper expounds from eight aspects involving organizational leadership, risk assessment,construction plan and safety measures,safety technology clarification and safety education,process treatment,safety and environmental protection requirements before entering the overhaul site, shutdown interface transfer,safety management of operation links,evaluation and guidance mechanism. The paper makes it clear that strengthening every link of safety management in construction operation plays an important role in ensuring the smooth completion of the overhaul work.
