江苏省在用车排气污染强制维护制度实施框架研究

A Research on the In-use Vehicle Exhaust Pollution Forced Maintenance System Implement Framework in Jiangsu

在用车I/M(检测/维护)制度是国际上公认的能有效控制在用车尾气排放的措施。江苏省2007年起实施了在用车排气污染强制检测制度,但在用车排气污染强制维护制度因多部门协作机制未有效建立及尾气排放维修能力尚未全面形成等原因迟迟未能施行,维修与检测不同步已成为机动车污染防治工作的突出问题之一。江苏省在用车排气污染强制维护制度应搭建以维修企业资质准入,环保、交通、公安3部门共同建立I/M网络监管系统,进一步规范维修行业作业流程,并提高车主定期全方位科学养护车辆理念为主体的实施框架,促成排气污染强制维护制度的顺利实施。

In-use vehicle I/M （Inspection/Maintenance） system is an internationally-recognized measure which can effectively control exhaust emissions. Since 2007, Jiangsu Province has implemented the compulsory inspection system of exhaust pollution on in-use vehicles. However, because of the reasons like that the multi-sector cooperation mechanism hasn＇t been established effectively and the maintainability of exhaust gas emission has not been fully formed, the compulsory maintenance system of exhaust pollution on in-use vehicles has failed to be performed. The asynchrony between maintenance and inspection has become one of the outstanding problems of the pollution prevention work of motor vehicles in Jiangsu province. About the compulsory maintenance system of in-use vehicle exhaust pollution, Jiangsu Province should take maintenance company qualification as access condition, make the three departments including environmental protection department, traffic department and public security department jointly establish I/M network supervision system, further regulate working process in maintenance industry, and improve the implementation framework which focuses on vehicle owners＇ idea of regularly and scientifically maintaining the vehicle, thus promoting the smooth implementation of the compulsory maintenance system of vehicle exhaust pollution.
