西方发达国家中小企业的发展经历了三个阶段。目前已成为解决就业，推动技术创新和满足社会多样化消费需求的重要力量。与发达国家中小企业相比，我国中小企业的发展存在着诸多问题。因此，当务之急是借鉴国际经验，进一步解放思想，加快立法建设，建立管理机构，健全社会服务体系，使我国的中小企业健康地成长起来。

Today these businesses have become an important power in providing employment, promoting technological innovation and meeting varied social consume needs. Compared with those in the developed countries, the middle - sized and small - sized enterprises in China are facing a good deal of problems in their growing. Therefore, our most urgent tasks are using international experience for reference, further freeing thought, speeding up the construction of legal institutions, building the administrative organs and completing the social service system, which would make Chinese middle and small sized businesses grow up perfectly.
