西部经济环境资源协调发展综合评价研究——以甘肃省为例

Research on Comprehensive Evaluation of Economic Environmental Resources Coordinated Development Index System in Western Region——Taking Gansu Province as an example

根据经济和环境资源的相互关系,构建经济与环境资源系统协调发展评价指标体系。以甘肃省为例,定量分析经济与环境资源系统的综合发展水平和协调发展程度。结果显示,经济与环境资源系统综合发展水平整体呈显著上升趋势,环境资源利用水平的变化加快了经济发展水平的速度,且超过自身的变化速度;总体上两系统协调系数基本持平,协调发展度由中级协调发展经济滞后状态向良好协调发展状态转变,协调发展趋势指数由增长状态向衰减状态转变。因此,要重视西部地区有限的环境资源在经济增长中的利用状况,并通过实施合理化的环境政策使经济与环境资源系统之间保持协调发展。

According to the relationship between economic and environmental resources, the authors constructed the evaluation index system to analyze the coordinated development degree and the comprehensive development level in Gansu Province. The results showed that the comprehensive development level significantly increased, environmental resource utilization levels sped up the economic development level, which was more than the rate of its own. Coordination coefficient was balanced in the two system. Coordinated development degree changed from intermediate coordinated devel- opment and economic lagging state to good harmonious development state. Harmonious development index transformed from the state of growth to the state of decay. Therefore, using more limited environmental resources in the economic growth and the implementation of the rationalization of the envi- ronmental policy, economic and environmental resource system could coordinated develop.
