该文对上海市公共交通优先战略的研究背景、发展概况进行阐述,对存在的问题进行分析,提出现阶段城市在进行空间布局调整和转型发展时,应是供需、结构、整合、均衡、引导,亟待深化和提升"以公共交通引导城市发展"的战略导向,扭转城市公共交通被动适应城市发展的局面,实现公共交通与城市的良性互动、协调发展。

Combined with investigation and analysis of Shanghai current situation, the paper summarizes the background and development of public transport priority strategy study in Shanghai, analyzes existed issues facing to new challenge and puts forward the strategic orientation guiding urban development with public transport, thereby, turning urban public transport passiveness to adapt urban development, realizing positive interaction and coordinative development between public transport and city.
