Construct China's Surrounding Strategy: Challenges and Thinking

美国"亚太再平衡"战略以及周边的海洋争端对中国的周边安全构成了新挑战,主要体现为周边国家对中国在军事上防范、政治上警惕、经济上挤压。面对新的形势与挑战,中国需要调整、更新原有的周边战略,通过全方位的周边外交打造一个稳定友好的周边。原则上中国应更加重视周边,外交资源应继续向周边国家和地区倾斜,将中国周边视为一个整体进行布局和经营。一方面要平等对待周边国家和地区,另一方面要与重点周边国家构建政治互信,经营支点国家。

China's surrouding security are facing challenges from the U. S. 's rebalancing Asia- Pacific starategy and surrounding maritime dispute. It mainly reflected with taking preventive measures in military,maintaining sharp vigilance in politics and squeezing China's share in economy. Facing the new situation and chalenges,China needs to adapt a new surrounding strategy to shape a more friendly and stable peripheral environment. For this purpose,China should pay more attention on surrounding countries,allocate more diplomatic resources to neighbor regions and engage in surrounding countries with overall arrangement. China should equally treat with around nations,meanwhile should build political trust with potential countries and cooperate with pivot counties. China should balance diplomatic actions in the purpose of safeguarding sovereignty and maintaining stability considering louder voice in domestic media. China not only should consolidate land power,but also focus on developing marine strategy. China should further promote Asian connectivity. China also should use various diplomatic means,especially emphasize on the role of public diplomacy.
