陕北地区城乡统筹发展路径探究——以延安市和神木县为例

The exploration of urban-rural development paths in Northern Shaanxi:Taking Yan'an City and Shenmu County as examples

随着陕北地区经济与城镇化的迅速发展,区域城乡差距在不断加大,生态环境也受到一定影响,寻找一条适合陕北地区的城乡统筹发展路径显得尤为必要。通过梳理陕北地区特有的经济及乡村地域发展特征,分析该地区现状城乡统筹存在问题,提出陕北地区城乡统筹发展的战略路径。在延安市和神木县的城乡统筹规划中,通过分区域引导、城乡的"聚"与"减"和突出生态保护3种战略思路的引导,统筹安排各类城乡发展要素,促进延安市和神木县的城乡融合发展。独特的自然条件和所处的特殊发展阶段是陕北地区城乡发展存在问题的根本原因,只有找到适合陕北地区城乡发展的路径,才能切实促进陕北地区的城乡融合发展。

With the rapid development of economy and urbanization in northern area of Shaanxi Province, the gap between urban and rural areas continues to increase, the ecological environment is also affected, explora- tion of urban and rural development for a suitable path is particularly necessary in Northern area of Shaanxi Province. Through combing the development of economic and geographical characteristics unique to rural areas in northern area of Shaanxi Province, analyzing problems in the region to propose strategic path in north Shaanxi urban-rural development. In the urban-rural planning in Yan＇an City and Shenmu County, through the sub-regional guidance, urban and rural areas ＂agglomeration＂ and ＂reduction＂ and outstanding ecological protection, the three strategy guide ance, overall arranging elements of various types of urban and rural devel- opment, it is to promote the fusion development of the City of Yan＇an and Shenmu County. The unique natural conditions and the special stage of development is the root cause of the urban-rural areas development problem in northern area of Shaanxi Province, only by fining the path for the development of urban and rural areas in northern area of Shaanxi Province, can effectively promote the integration of urban-rural development.
