民主是政治文明发展的内在要求。实践经验表明,民主制度和价值的实现,不仅需要依赖文明的政治制度,还必须辅助以健全的公民文化、丰富的政治实践来共同完成。因此,利益相关方,尤其是公民个人,对政治权力运行和监督的介入就显得尤为必要。政治参与本身不仅是政治民主的体现,而且也促进民主政治的发展和完善。从这个意义上讲,政治参与是一个国家政治文明的重要标志,政治参与程度和政治参与水平的高低反映了这个国家民主发展的程度和政治发展的水平。在整个过程中,公民意识的内在驱动力和对政治生态环境的促进与形塑,对制度的有效运行、决策的有力执行和政治社会化的有序推进起着十分重要的作用。

Democracy is the core of political civilization. Empirical evidence shows that the realization of democratic institution and value not only lies in civilized political system, but also rests on sound civil culture and rich political practice. Therefore, stakeholders, especially individual citizens＇ participation in the operation of political power become necessary.. Political participation is itself a display of political democracy, and facilitates democratic politics. In this sense, political participation is an important symbol of state political civilization. The extent and level of political participation indicate the level of democracy and politics. During the whole course, the inner force of citizens＇ awareness and its facilitation and shaping of political environment play a crucial role in efficient operation of institution, effective execution of policies and the develonment of political socialization.
