基于共同管理的渔业管理制度分析——以日本为例

Institutional analyses of fishery management based on co-management:the Japanese experience

日本渔业资源管理能够在一定程度上避免公共资源利用的悲剧,使日本周边水域主要鱼种及其种群的资源状况逐渐得到恢复和改善,主要归功于适合的渔业资源管理制度和其实施主体一一渔业管理组织。论文对日本渔业管理制度的历史变迁和管理组织的特征进行分析,试图从制度分析的视角,利用渔业相关统计数据,以期探讨日本渔业管理的成功经验,为重塑我国渔业资源的科学管理和可持续利用管理架构提供有益的借鉴。

The suitable fishery management institutions and the subject of implementation -- Japan Fishery Management Organization are main reasons for the success of Japanese coastal fisheries management. It makes the resource situation of main fish species and population been restored and improved, in the low level of population been effectively controlled. From the angle of institutional analyses, using the Japan Fishery statistic data, investigating the success experience of the Japanese fisheries management, this article attempts to provide a reference for the scientific management and sustainable development of Chinese fishery management.
