摘要
高等教育的国际化是使高等教育在关系、影响或范围上成为国际性的活动或过程。一些关于高等教育国际化概念的定义由于采用了规定性、描述性和纲领性的定义陈述方式,在一定程度上导致了该概念的混用现象:引发了高等教育国际化概念的"过程说"、"趋势说"和"结果说"的争论;将"高等教育国际化"等同于"高等教育全球化";将"高等教育国际化"等同于"国际(高等)教育";将"高等教育国际化"等同于"高等教育的国际交流与合作";将"高等教育国际化"等同于"高等教育与国际接轨"。厘清高等教育国际化概念的内涵及其混用现象能够为高等教育国际化的实践奠定基础。
Through archaeological study of pragmatic meaning Evolution of ＂Teacher Mobility＂ in China during last 30 years, the micro - subjects appear in shift of decentralization and centralization of political power. With that, the struggling between political power and intellectuals on ＂social be- lieves＂, and between political power and micro - subjects on ＂efficiency of governance＂, are up- graded. Therefore suggestions are given to constructing legitimate ＂contract system＂ and flexible ＂bureaucracy＂.
