Reform of water pricing system in rural areas in China: approaches and management

我国东中西部地区水利发展存在规模、质量和结构的差异,农业水价的运行方式、目标结构和推进措施也存在差别。针对经济发展需求型、生态环境约束型、综合发展推动型、城乡统筹单元型四种农业水价模式,就管理机制的构建作了适应性分析,并从农业水价管理诉求的视角作了针对性的讨论。

The scale, quality and structure of water development are varied among eastern part and middle and western parts of China. Differences are also existed in operation system, objective structure and propelling measures. Discussions are made on four models for determining agricultural water tariff, namely demand of economic development, considering economic and environment constrains, need by comprehensive development and integration of urban and rural areas. Analysis is also made on the adoptability of management system.Finally, specific discussions are made from the viewpoint of management of agricultural water pricing.
