Lenin＇s new economic policy contained rich thoughts about people＇s livelihood,positively exploring ways to improve people＇s survival and development environments. In his opinion,the realistic basis of improving people＇s livelihood in the new economic policy was to maintain and consolidate the proletariat regime. Its fundamental guarantee was greatly developing social productivity,the entry point was improving farmers＇ living standard and the ultimate source of power was the people＇s consciousness and organization. These thoughts are still of vital significances for us to construct projects related to the people＇s livelihood,implement the scientific outlook on development and build the socialist harmonious society.
