西部地区旅游资源开发与城镇化建设研究——以贵州省为例

Research of Tourism Resources Development and Urbanization in West China——A Case Study of Guizhou Province

新时期必须要加速我国西部地区城镇化,传统的城镇工业化推进已不是唯一途径,必须结合实际,走有特色、集约型、多样化的山区城镇化发展道路。"飞地"性旅游推进型城镇化是欠发达地区一种独特的城镇型新模式,依托旅游推进城镇化与通过工业化走向城镇化从动力理论上是并行不悖的。"十二五"时期西部欠发达地区要因地制宜,把旅游资源开发提到战略高度与城镇化建设同步运行,有针对性地加快特色旅游推进型城镇化步伐。贵州在实施城镇化带动战略的同时,还提出要加快建设旅游经济大省,加快发展一批专业旅游城市、旅游村镇,实际上旅游资源开发已成为城镇化建设的切入点。事实表明,特色旅游推进型城镇化虽然是非主流的城镇化,但对西部欠发达地区来说既是必要的,又是可行的。

In the new era,traditional urban industrialization is no longer the only means. The urbanization of West China must be accelerated in a realistic,distinctive,intensive and diverse way. ＂ Enclave＂ urbanization based on tourism is a special means of urbanization utilized in less developed areas. Urbanization through tourism and industrialization could be carried on simultaneously without conflict. During the period of the ＂ Twelfth Five- Year Plan＂,the less developed areas shall act according to local circumstances and make the development of tourism resources a strategic policy,pertinently bringing forward the acceleration of their specific tourism urbanization. Guizhou Province,while carrying out the strategy of urbanization,also puts forward the proposal of quickening the development of provincial tourism economy and the development of a series of special tourist cities and towns. In fact,the development of tourism resources has already become the breakthrough point of urbanization. It has been proven that urbanization based on tourism of distinctive features,although a non- mainstream form of urbanization,is necessary and feasible to the less developed areas in West China.
