试论开发项目的环境评价与经济评价的异同

On Differences Between Environmental and Economic Appraisements of Projects

为了提高开发项目环境评价与经济评价的准确性、可靠性，采用理论方法论述了两种评价方法的 6个相同之处和 5个不同之处，以及两种评价方法间的关系，提出了两种评价方法在对开发项目进行评价时应注意的问题，建议必须在环境影响评价完成后进行经济评价的多方案比较。

This paper gives a theoretical description of six similarities and five differences of two appraisement methods and the relation between two methods in order to improve the accuracy and reliability of environmental and economic appraisement for development projects, puts forward the problems needing attention when a project is appraised with the two methods and suggests that it is necessary to do economic appraisement comparison with several schemes after the completion of environmental impact appraisement.
