凡河流域典型水生态功能区发展模式研究

摘要 选取凡河流域中下游工农业复合型典型水生态功能区,在现状调查分析基础上对现有的流域生态环境现状、管理体制及其存在的问题作较为深入的分析和研究,从水生态功能区的环境特征出发,理清水生态功能区发展中的需求和冲突,对所选取的典型水生态功能区进行6个生态服务功能综合分区,确定各区发展定位和发展导向,建立以水生态功能区为单元的村镇体系、道路交通、产业发展和文化体系等方面的综合的新型管理模式,实现凡河流域从单一的水质目标管理向水生态功能区综合管理的转变,对水生态功能区发展和管理具有重要意义,研究结果为其它流域生态建设和管理提供一定的借鉴。 Baseline data, problems in management and development suggestion for the typical aquatic eco- functional region in the middle and lower Fan River, were studied in this paper. The region was subdivided into 6 eco - functional zones, for each of them the development orientation was identi- fied, and new management pattern with integrated planning of town, traffic, industry and cultural system was established. By this means, Fan River was managed under aquatic eco - health index system instead of the single object of water quality, which is of great importance for the development and management of aquatic eco -functional region, and provided reference for the management of other river basins.
