电网情报平台的模糊层次平衡计分绩效评价方法研究

Research on Performance Evaluation of Grid Information Platform Based on Fuzzy Hierarchy Balanced Scorecard Method

对电网情报平台的绩效评价是平台运营的关键环节之一,本文将平衡计分卡工具用在了对电网情报平台绩效评价指标体系的建立中,并在评价中把定量和定性数据都进行模糊化处理,利用层次分析法分析权重,进行综合评价。文中首先分析了电网情报平台绩效评价的必要性;然后阐述基于平衡计分卡分析的情报平台绩效评价指标;然后对所建立的指标用模糊综合评判的方法进行评价,并给出了评价系统的功能图和流程图;最后,对本项工作进行了总结,并对未来工作进行了展望。

The performance evaluation on the grid information platform is a key part of the platform operation. This paper uses the BSC tool to establish the index system of performance evaluation on grid information platform. It takes the fuzzy processing for the quantitative and qualitative data, analyses the weight using AHP and gives a comprehensive evaluation. Firstly, this paper analyzes the necessity of performance evaluation on grid information platform. Then it analyses the index system of performance evaluation on grid information platform based on BSC. It also evaluates the established indicators using fuzzy comprehensive evaluation method, and gives the function diagrams and flowcharts of the evaluation system. Finally, a summary of this work and future work are discussed.
