There are several barriers such as the enormous manual task, difficulty in communication among the group members and heavy documents managements in the traditional library e-resources procurement. The group joint procurement can solve these problems. A framework of library e-resources procurement system is designed, the three different purchasing workflows are dicussed, and the prototype platform system is implemented. The platform can help the online collaborative purchasing, regulate the purchasing workflow, increase the purchasing efficiency and reduce the cost.
