政府购买社会工作服务目录指南研究

政府购买社会服务是我国社会服务事业发展的趋势。社会工作服务是政府购买社会服务的重要内容,编制指导性目录是政府购买社会工作服务的首要环节和前提基础。对北京、上海和广东三地政府购买社会工作服务目录的分析研究表明,政府购买社会工作服务应对购买机制、形式、路径、范围和内容等进行全面的、符合中国特色的顶层设计,调整、丰富和完善政府购买社会服务的政策法规,并充分体现社会工作的专业性和专业元素。政府购买社会工作服务目录应为指导性目录,各地可考虑本地实际情况进行调整。同时,政府应遵循购买服务的基本规律,推进政府购买社会工作服务流程的规范化和透明化,实行政府购买服务的市场化运作、契约式管理、第三方评估、社会化监督。

China's social service is developing towards service purchase by government and social work service is an important entry on the list of services for government purchase.So working out a guiding directive of social work service items is the prerequisite for government to purchase the serve.As the studies of the directives of social work services for government purchase in Beijing,Shanghai and Guangdong have shown,it is necessary to top-design,comprehensively and in line of Chinese characteristics,the mode,form,channel and content of government purchasing social work service,to adjust,enrich and perfect the policies and regulations for government purchasing social work service,and to fully embody the professional properties of social work.The directory should be a guide,allowing local governments to make necessary adjustments according to the local situation.Meanwhile,the government should follow the basic laws of service purchase to promote the standardization and transparency of the relevant process and implement market-oriented operation,contract-based management,third-party assessment and social supervision.
