公路通行费率制定思想综述与研究展望

摘要 以收费公路各方利益诉求为视角,将通行费率制定的思想归为维护消费者利益——级差效益、维护企业利益——回收成本和收费收入最大、维护社会效益——最优效率和使用者公平,以及各方博弈——双层规划和政府管制这四大类。随后分别对各类费率制定方式的理论贡献、优缺点和可借鉴之处进行了评述,认为还贷性高速公路的成本分担、经营性高速公路的合理收益、公路使用者的外部成本以及计重收费同双层规划模型的结合等问题具有进一步研究的价值。 From the perspective of the demands of the toll road interests of all parties, the paper divided the toll rates theoretical model into several categories, safeguarding the interests of consumers differential benefits, safeguarding the interests of enterprises cost-recovery and the toll income max, safeguarding the interests of social he most efficiency and fairness between users and gambling between all parties bl-level programming and regulation. Then the paper comment on the theory eontribulion, merits and drawbacks and use for reference of pricing mode. The problems are worth to do further study including the cost sharing of loan highway, the reasonable yield of profitable highway, the external costs of road users and the combination of toll by weight with the hi-level programming model.
