服务业是低碳产业，除了对环境的破坏较小、对资源的需求也少，还能创造大量就业机会。近几年来，娄底服务业的规模和实力不断增强，对全市经济增长的贡献率也不断提高。但由于历史的原因，娄底服务业发展不快，制约了娄底经济的快速发展。针对近几年来娄底服务业存在的突出问题进行了全面的分析，指出娄底服务业与第一、二产业的比例失调，特别是吸纳劳动力能力严重不足，对促进社会和谐发展、加速娄底小康进程大有影响，必须面对现实，正视差距。找准路子，并在此基础上提出了切实转变观念，创新恩路，因地制宜，科学规划，合理布局，加大投入，落实政策，优化环境等策略，使娄底服务业发展迅速步入快车道。

Service industry is the low carbon industry, in addition to less damage to environment, less demand for resources, but also can create a large number of employment opportunities. In recent years, Loudi＇s service industry scale and strength, contribution to the economic growth rate, is also rising. But due to historical reasons, the develop- ment of Loudi~ service industry is not fast, which restricted the rapid development of Loudi~ economy. Conducting a comprehensive analysis of the prominent problems in the service industry in Loudi in recent years , the paper points out the imbalance of service industry in Loudi and the first, the two industry, especially the inadequate ability of absorbing labor shortage, to promote the harmonious development of society have great influence on accelerating Loudi＇s well - off process, we must face the reality, address the gap, identify the path, and also propose the measures of changing concept, innovate ideas, suit one＇s measures to local conditions, scientific planning, reasonable layout, increase investment, implement policies and optimize the environment to encourage all levels of government to make their efforts to the development of service industry of Loudi quickly into the fast lane.
