农村土地增值分配实践对策

随着经济的增长,城市化水平不断提高,城市建设用地需求也不断增加,在这种背景下,由征地引发的社会冲突不断出现,征地及其引发的一系列问题日益成为社会经济中的一个热点问题和各种矛盾交织在一起的难点问题。同时,现行征地补偿明显偏低,如何对农地增值在国家、集体和农民个人之间进行合理分配至关重要。农地增值分配应引入土地发展权,改革农地征用补偿办法,确保农民参与分享农地增值收益地的征用和征收工作,保护农民的土地权益。

With economic growth, urbanization level enhances unceasingly, the urban construction land demand is increasing, in this context, the social conflict triggered by land expropriation appear constantly, land acquisition and a series of problems increasingly become a hot issue in the social economy and a difficult problem that all kinds of contradictions interweave. At the same time, the current land expropriation compensation is obviously low. It＇s an important thing to make reasonable distribution of rural land＇s value-added among the state, the collective and individual farmers. The land development right and the compensation used in land reform should be introduced in the distribution of rural land＇s value-added, so as to ensure that farmers can share the fruit of rural land＇s value-added and to protect the land rights and interests of farmers.
