地方金融立法是地方立法的重要组成部分,地方金融立法以地方立法的形式来调整和规范金融监管的活动。改革开放以来,我国金融立法发展迅速,地方金融立法表现尤为突出。上海、温州、泉州等地率先进行地方金融立法的创新,对我国地方金融立法起到了促进作用,但是湖南、四川等内陆省份的金融立法则出现了一些问题。地方金融立法的完善应从以下几个方面切入:根据中央与地方的立法权限,确立地方金融立法权;加强地方金融立法的创新;建立有序的金融监管体系。
