通用航空综合运行支持流程设计

Process design of general aviation synthetic operation support

低空空域是通用航空活动的主要区域。针对中国目前尚没有制定明确的通用航空综合运行支持流程的现状,根据国务院、中央军委发布的《关于深化我国低空空域管理改革的意见》,结合中国运输航空及美国通用航空飞行服务站运行方式,提出关于中国通用航空综合运行支持流程的设计方案,该方案将飞行过程拆分成若干基本场景进行流程设计,实际飞行将是若干基本场景的组合。本文工作可为中国低空空域改革和通用航空发展提供决策参考。

Low-altitude airspace is the main region of general aviation activity.As a solution to the absence of a clear process for supporting general aviation operation in China,a scheme for general aviation operation support process is proposed.The scheme is based on Opinions of deepening the reform of China＇s low-altitude airspace management released by State Council and Central Military Commission.The scheme also considers the operating methods of both flight service station in U.S.and transport aviation in China.In the proposed scheme,flight process is split into several basic scenarios,which are combined for an actual flight.The scheme could provide a decision-making reference for the reform of low-altitude airspace and the development of general aviation in China.
