我国全国性单项运动协会改革的历史回顾与思考

The Research on the Policy Reform on Chinese National Sport Association

改革开放以来,以"实体化"为主要方向和内容的我国全国性单项运动协会改革取得了历史性成果,从1982年至今,经历了酝酿与准备(1982-1991)、全面铺开(1992—1997)、调整与完善三个阶段(1998—)。我国单项协会实体化改革是中国行政管理体制改革和政府职能转变的必然结果,在这一过程中形成的"中心+协会"的组织模式,在特定的历史时期保证了我国体育事业的平稳过渡及可持续发展。但同时,由于其自身具有的历史局限性,导致其"实体化"发展进程受阻乃至停滞。破解我国全国性单项运动协会的制度困境,需在未来发展中突出公共服务功能,进一步实现职能转变,完善职权问责机制,加大人事改革力度。

Since reform and open ,National sport Association is regarded as the group providing service to public people by arranging sport events .This paper is based on China’s current sport policy and administration system and transforming development .The model is‘Center and Association’ ,which maintains the sustainable development .It is required to strengthen the service by determining the nature of policy ,enhance the efficiency by defining the property right ,implement the law by stipulating the obligation and make the policy by macroscopic supervision .From the perspective of function transform ,personnel reform ,public the finance ,public service ,authority accountability and public image ,it is imperative for Chinese Olympic sport organization to construct the model with the characteristics of scientific decision ,equal right and responsibility ,service orientation ,law -based administration ,balanced development and honest supervision .
