摘要
针对我国集群系统发展建设中存在的问题,通过研究美国和欧洲公共安全窄带集群系统的技术体制、网络情况和运营管理模式,以及公共安全宽带无线专网的技术体制选择、建设和运营管理模式等问题,结合我国公共安全宽带集群专网的具体需求,就我国公共安全集群通信系统发展建设中的建设模式、技术路线选择、运营管理模式、组织管理方式、实施步骤等方面提出建议。
This paper discusses the status and problems of digital trunking communication in China. Then it analyzes the development of the digital trunking communication in U.S. and Europe,not only narrowband system but also broadband system, including technology system, spectrum demand,mode of construction of and operation,etc. Last, this paper makes suggestions on the development of professional broadband wireless network in China, which covers the mode of construction,technical route, operation mode, organization and administration architecture, as well as execution process.
