To quicken the establishment of new agriculture management system is one of the greatest strategies pertinent to the issues of agriculture, countryside and peasants in the new period made by the Party. It is hence necessary to make innovation on that system both at the practice level and at the ideological and conceptional level. And it is concluded that only adhering completely to the basic conception of urgency, baseline, prerequisite, systematicness and creativity can that system be effectively and efficiently established in the course of promotion at the top-level design , scientifically leading, practice and innovation, and mutual acceleration.
