摘要
尼日利亚现代化铁路全长1 315 km,该项目由中国土木工程公司EPC总承包,其中一期工程阿布贾至卡杜纳段187 km于2011年正式开工。与国内采用完善成熟的技术规范以及严格的建设管理体系相比,受外部环境复杂、项目管理模式及利益攸关方之间的博弈等影响,使整个项目的技术管理难度加大。文章希望通过近年来对现代化铁路勘察设计、配合施工中的技术管理进行创新与实践,对如何适应当地政府管理模式、规范使用的灵活性掌握,并根据咨询意见适时调整工作内容,主动化解风险,满足项目施工需要。
Nigeria modern railway,with total length of 1 315 km,is an EPC project of China Civil Engineering Compa-ny.The first-stage project of 187 km Abuja-Kaduna section was started in 2011.Compared with the perfect developed technical specification and strict construction management system in China,difficulty of technical management of this project is rather great due to the effects of the overseas environment,project management mode and the interest conflict among stakeholders.Though technical management innovation and practice in survey,design and construction of modern railway in recent years,the paper discusses how to adapt the management mode of the local government abroad,grasp the flexible application of the specifications and adjust job content timely according to the advisory opinion,dispel risk and meet the requirements of project construction.
