水库移民社会风险研究现状及前沿问题

Research into Social Risk of Reservoir Resettlement and Hot Issues Concerned

水库移民社会风险既可能来源于移民社会的经济、金融、政治、文化、民族、宗教、生态、环境、资源等各个领域,也可能起源于自然与科学技术,具有不确定性、相对性以及可变性等属性。考察了水库移民社会风险的国内外研究现状,国外学者从移民贫困的影响因素出发进行研究,建立了IRR模型和心理-社会-文化破坏理论模型;国内学者则在移民风险的类型、移民群体性事件、移民风险的应对3个方面进行了深入研究。针对水库移民的社会冲突、社会稳定风险评估、权益保障、社会风险控制、社会风险管理5个方面的前沿问题进行了系统分析。

The social risk of resettlement pertains to economy,finance,politics,culture,nationality,religion,ecology,environment and resources. It may also relate with nature, science and technology, which bears the characteristics of uncertainty, relativity and variability.According to the literature review of the social risk of resettlement both at home and abroad,the paper holds thatoverseas researchers establish the IRR model and the theoretical model of psychologic-social-cultural destruction on the basis of influential factors of poverty due to resettlement. Domestic scholars focus on the study of risk types, group events and countermeasures. It then systematically analyzes the relevant hot issues such as social conflict of resettlement,risk assessment of social stability,rights guarantee, social risk control and social risk management.
