：目前制约我国消费增长的关键是有效供给不足、无效供给过剩。而有效供给不足，无效供给过剩又是由体制、结构、观念等多个因素综合作用造成的。因此，为了启动消费，我们就必须在刺激消费的同时，从深化体制改革、调整经济结构、转变观念等改善供给的因素入手，积极增加有效供给，化解和消除无效供给。

The key to contain the growth of our expenditure is the insufficient effective supply and the excessive ineffective supply ,but not the insufficient demand.The insufficient effective supply and the excessive ineffective supply are brought about by the social system,economic structure,consiousness and so on .In order to stimulate the demand,we must adopt some measures positivly to increase the insufficient effective supply,release and deminish the inefficient supply
