The Strategy for Modernization Development in 21st Century and Western Development Programme

：中国的经济发展在新世纪将进入全面建设小康社会并加快推进现代化的阶段，实施并完成现代化建设第三步发展战略大体上分为三个步骤，即所谓的“新三步走”战略。在新世纪的现代化建设中，西部地区具有极其重要的战略地位，体现在西部地区的区位、资源、人口、民族和经济发展状况等诸方面。加快我国现代化建设的步伐，推进西部大开发进程，必须采取一系列重要战略措施。

With the coming of the 21st century,economic development in China will enter into overall construction of a relatively comfortable life and fulfilment of“ The Third Step” of Modernization.During modernization development in 21st century,economic exploration in Chinese Western Region is a strategic action.So suitable policies and effective measures should be made for the development ,protection and conservation of ecological balance,for the development of education,and for the development of a healthy economic life.
