In this article, the authors discussed three problems in the country of Heilongjiang Province.First,the basic democracy construction is still to be enhanced.The authors especially elaborated upon the causes of lack of promotion of the Organization Law of Villagers' Committees.Second,The debt problem is getting grave with rural collectives.Third,Peasants are stilled heavily encumbered with burdens.
