发展是“十五”计划的主题，是解决中国所有问题的关键。要加快经济发展，必须对经济结构进行战略性调整。我国经济结构战略性调整的主攻方向应是用高新技术改造和优化产业结构；推进国民经济的信息化，提高国民经济整体素质；实施新的地区战略，促进地区协调发展。

 Development is the theme of the 10th 5－year plan and the key to solve all the problems in China． To speed up economic development we must carry out strategic regulation of economic structure． The main direction of attack in the strategic regulation of our economic structure should be transformation of new high－technology optimizing the industrial structure promotion of information in national economy improvement of the whole quality of national economy carrying out new regional strategy and promoting the harmonious development of regions．
